720p to 1440p has the advantage of just being a 2x multiplier, whereas 1080p is a 1.333 multiplier. If they use Nearest Neighbor for 720p -> 1440p, then they can just replace each pixel with four of the same pixel and get the same image, but larger. 1080p would have to use something like Bilinear or Bicubic, which just kinda stretches the image.

If you force manual settings it makes you enable 4k before it'll enable HDR but in automatic settings I can click "enable HDR" and it still says "your TV doesn't support HDR for games".

The higher 1440p resolution allows more screen space for work and gaming compared to 1080p as well. The higher refresh rate is much more noticeable than the higher resolution with 4K. And it is a choice, because no GPU can drive 4K anywhere close to 144 FPS right now, at least not without lowering settings. Especially with a 3070 I would recommend a 2K high refresh rate monitor over a 4K any day of the week.

There's no issues doing this. It won't look as good as 1440p but it will greatly improve FPS because you are in a lower resolution. If you can afford it ($250-$325), I recommend getting a 4k monitor.
